Roads do exist there. 
Look at aerial or satellite imagery. Apparently, these are private farm tracks. Generally, this question has already been covered in Maps 2.0: Our biggest map layer update ever! (looking for feedback) - #41 by AmericanMapper and “Captures Needed” in Restricted Zones. It is the good old “lack of access tag game” again. 
By the way, when you find such roads, do not just assume that they are private roads. Verify before you edit OSM. Ideally, provide evidence on Mapillary.
