Mapillary does not block Russia, but Russian ISPs often block servers operated by Meta/Facebook. You can read more about this on Wikipedia.
The blocking of Facebook isn’t a feature that can be attributed specifically to Russia. Facebook blocks are also common in many government agencies and municipalities in central Europe. I don’t think those in charge are thinking about Mapillary and other Meta services. Meta could easily change this itself via shared IP addresses. That’s probably not what’s intended.
