Personally (on GoPro 12, but it’s the same sensor as 13), I allow ISO to 800 during daytime, but lock max shutter speed to 400. Because high ISO might produce grainy video, but low shutter speed will often cause blurry video. Entering shade or worse will make video a blurfest, especially if smoothing. So I personally rather have sharper details at the cost of noise. This noise and “AI dust” can be managed - disabling noise reduction, keeping normal sharpness, not using GoPro “color” and increasing bitrate. This all requires GoPro Labs firmware though and messing with settings. This won’t work indoors (but nothing truly works indoors with GoPro’s tiny sensor). I would not really shoot like this for photography or even my own videos, but for street view imagery this seems like a better option for reading text and such. But of course it’s personal preference based on a lot of experiments.
