External camera?

I have this suggestion: use cameras like ONVIF or RTSP connected to a phone, then use a mapillary app to capture images, combined with the phone’s GPS (this is a great method because you can use inexpensive surveillance cameras like Dahua to capture images; these cameras have fairly good quality, so you can take advantage of them).(sorry my english is not good so i use google translate )

This is a good idea. I was thinking this idea connecting same webcams, external GPS on pc and a script to collapse all.

Those cameras usually have lower quality and poor ISO control, I don’t think they are best suitable for mapillary where there are so many cheap action cameras

I fully concur with @4004. Webcams (or surveillance cameras) and dashcams usually scrape the bottom of the barrel in terms of build materials, engineering effort, and therefore also image quality. It is better to in invest your money in a used GoPro or other cheaper actioncam (e.g. DJI) alternative. Your baseline should be definitely at least something with rolling shutter compensation because you capture on the move moving things. Most dashcams do not get even this right because RSC continues to not only be a patented technology but also computationally quite expensive. Hence, a camera with RSC cannot cheap out on parts.
