That is a good question @Mmapmakerz. I was scratching my head over that one myself. One suggestion was that real estate developers called it that back in the day to make it more attractive to prospective buyers. Another suggestion being that it is named after Capitol Hill, Colorado.
At least that is what Wikipedia says so it must be true. Capitol Hill, Seattle - Wikipedia
