Roads do exist there. 🧐 Look at aerial or satellite imagery. Apparently, these are private farm tracks. Generally, this question has already been covered in [Maps 2.0: Our biggest map layer update ever! (looking for feedback) - #41 by AmericanMapper](https://forum.mapillary.com/t/maps-2-0-our-biggest-map-layer-update-ever-looking-for-feedback/10603/41) and [“Captures Needed” in Restricted Zones](https://forum.mapillary.com/t/captures-needed-in-restricted-zones/10636). It is the good old “lack of `access` tag game” again. 😉 By the way, when you find such roads, **do not just assume** that they are private roads. Verify before you edit OSM.
